Go into Device Manager and uninstall all of the USB related devices.

Shut down and restart the computer. Windows will redetect and reload the USB drivers which may resolve the issues.

If the problem persists then I suspect that you may have a physical problem the USB ports themselves and therefore you should have a hardware repair technician examine the computer.
