Hard Drive Questions Open to all hard drive issues

Default new hard drive install

i have installed a new hard drive on a dell deminsion 2400 i have set the initial boot to cd/rom drive to load the operating system when i turn on the computer it beeps twice and the message on the screen says strike F1 to retry boot F2 for set-up utility if i hit F1 it justs repeats the message if i hit F2 it sends me into set-up really need some sugestions to get this thing up and running

I looked around the internet and this is what I found from a website
"That message commonly occurs when hardware has been changed or the CMOS battery is not strong enough to retain the settings in the BIOS or when no bootable media has been encountered. The latter more commonly says something like "no operating system found" or "no boot device found" but the message from the BIOS is not a constant."
And it says to try a bootable CD.

Have had this problem, booted a copy of dban run it for a few minutes and rebooted with windows disc.
