JK take a look at this website. This is the link to completely uninstall Norton

Thank you Daisy. I found out what he meant after I did some research.

Busdriver and Popeye, I've run rkill, superantispyware, combofix, and ccleaner. Also ran disk cleanup. However, still sounds like something is constantly "running" in the background.

Any suggestions?

JK take a look and read through what is on this link.Computer running in the background? - Yahoo! Answers

Take a look at your task mgr (control>alt>delete) and see what programs seems to be using the most cpu energy.

did you run rkill and combofix a few times it rarely gets everything first time round

also try unhooking the usb fan to rule that out as a problem, and then try running in safe mode with networking (certain things may not run correctly) see if laptop is faster, if it is faster you can look through start up programs and see if theres one thats causing the slow down by stopping it running at start up

How full is the hard drive? Once a hard drive gets past 50% capacity there will begin an on-going decrease in performance....the fuller it gets the worse it gets.

Unfortunately, the hard drive is only about 5-10% used.
