Default power on for 3 seconds and turn off

Dell inspiron 6000 latptop when I turn power on it turns off in 3 seconds

Test without the battery, same issue
when I turn on, the fan does not start.
I opened laptop, cleaned dust with compressed air,
put new thermal paste on cpu
Tested cmos battery with ohmmeter voltage was ok
same issue persists.
I think the m/b is bad.
What is your opinion?
Appreciate your help on this.

Gotta agree with you, there's a power distribution problem, and if you aren't even getting to POST, and you've tested the cmos, then it's gotta be the motherboard.

Ram is notorious for causing lots of different symptoms when it starts to fail, i would try one stick at a time (if theres more than one stick or you have a spare), ive also had computers lock up due to the hdd (presumably a short cicuit when it failed) so try removing the drive and booting it up, it wont boot properly but it would keep running if that was problem, but most likely its the mb

Motherboard or power supply.

Usually the 3 second power up indicates a fatal failure of the post process and the board is turning itself off to prevent things like fires.

Off the hip guess, that board is toast.

Last test with HDD out, same issue
Ram was tested one at the time, same issue
test with the battery without the power supply, same issue,
test without the battery, only with power supply same issue.
My only guess is the M/B is toast.

Do you agree?

check adapter with multimeter, check dc jack for burn-out,melted solder,missing solder, all hardware is in good working condition? (bad stick can cause this as faulty video chip, faulty cpu ) if so then with power to the mb you can put your ear to it and listen for any buzzing noise witch would mean you have blown caps or a fuse. just my 2 cents

no problem just trying to help i get help from here and i just want to give back thats all, oh by the way if those two adapter and dc jack are ok then i think everyone else would be right about bad mb
