Question No power to Keyboard/mouse

Hi, I'm new here so I hope I'm doing this right. My problem is that I have no power to my keyboard/mouse and they are both wireless. I changed the batteries in both thinking that was the problem. Nope, that wasn't it. So, I went and got a plug & play keyboard. That didn't work. Plug & play keyboard works great with laptop that I'm using right now. There are lights on the KB for "Num Lock" & for "Caps Lock" and I thought Hmmmm, so I plugged the new KB back to desk top and tried the KB again. No lights come on and nothing works ( like up&down arrows). When I start my desk top up, it stops at a screen ( Windows Resume Loader), & I know that I have to make a choice using the arrows on KB, then hit enter. Like I said, KB is not working. So I was wondering if there is a switch that needs to be flipped or do I need to replace some thing else? I'm no geek but I do know enough to know how to change things, if need be, since I use to worked on PCboards ( a long time ago) and have changed out memory boards before on the desk top. What do all of you think or feel? Thank-you all for your help.

make sure they are plugged into the right ports, could be something messed up in the bios, pop the battery out for ten seconds and then replace it
