Default VOB help

I have seen a lot on the net about if you are converting a VOB File from a DVD you sould use a Vido Bit Rate of 1500 kbps

But I know the Higher the Bit Rate the Less Compression you will put on the VOB File you are convertting.

So if you want to keep the new File as closs to the VOB file sould you not use say 9800 kbps or is this to HIGH

Well I saw a lot on the net that say

DVDs you buy with Movies on them have a Bit Rate of 9800 kbps a Frame Rate of 29.97 and Resolotion of 72 x 480

is this right??
