Think there pretty low end, mainly for surfing the net and small form factor media centres that sort of thing, most of the boards for them dont have much scope for upgrading. unless your a dedicated tree hugger and actually believe in all the global warming nonsense get proper chip, if you dont want want to spend much athlons still pretty good.

If I don't go with the all-in-one computers I'm going with the Asus - Essentio Desktop. Thats more like it, low power low spec computers make sense if you just want surf the net and not much more, cant see you puting up with anything less than a pretty high end high perfomance computer, your building your own websites so your probably going to be working with computers all the time for a living, puting up with a computer that isnt up to the job is going to get very tedious, still reckon your best one to decide.
