depends what you want from a website, if you just want something simple WordPress.com — Get a Free Blog Here would be a good place to start (and good practice if you want something a bit more involved), not really an expert but dreamweaver has a lot of fans as far as making a website, and thwers plenty of templates on the web for it, and as for hosting go daddy has probably been most popular with the people on here starting their own websites.

Yea I use godaddy, right now i pay $5 a month and get a 5 page website. Easy to pute together and a good bit of templates. I got my website name for like $3 at the time, and its for the hole year.
