could be a known issue where its conflicting with another program, or an add on thats not playing nicely, if its changing something thats cutting you off from the interrnet and theres no chance its malware avoid google browser till theyve fixed it

You need to check and make sure that what is being installed really is Google Chrome, and not something that is pretending to be Google Chrome. If it is Google Chrome and if it is causing issues I'd ask why they prefer instead of others. I know there is a general dislike on this forum for Internet Explorer, but IE9 seems to be doing quite well these days and is fairly secure if you use common sense web browsing habits. If they didn't like AVAST nor Malwarebytes, then perhaps they would like Microsoft Security Essentials and Superantispyware Free Edition. If you hand them back a working PC, and then they mess it up when they get home, be sure they understand you have no control over that. If they do not want anti-virus and anti-malware software on the PC...but they are going to be on the internet...advise them of how risky that is. There is also a web browser called Opera that you might try. For whatever web browser they use, they need the Web of Trust safe browsing app for it.
